I know several people who either worked or still work as CSRs or GMs for different MMOs. It's not as easy as it might appear to be. As for requirements to become a GM you'll need at least some experience with the game as well as experience in customer support (many start as behind-the-scenes CSR people answering support tickets using predefined worksheets and checklists). The difference between CSRs and GMs might differ from game to game, but in general CSRs won't openly appear anywhere - not forums nor ingame, while GMs will look for player interaction. You're also required to sign a very strict working contract, e.g. that you won't disclose to anyone you're working in that position (unless you're meant to be a community guy or community manager (CM) instead of a game master (GM)) - so you're only allowed to use your nickname while saying something like "Hi, I'm a CSR." or "Hi, I'm a GM.", if at all. If you do something not especially okayed by your superiors or the mentioned worksheets and checklists you're ready to find a new job.
Most people get some issue, e.g. a ship lost due to networking issues. "Oh, come on! It's just a click for you to reimburse!" That's true, but if the GM/CSR's papers don't explicitly allow it, they're not allowed to do it. Even if they agree with the player personally. If they do it, they'll get fired. They aren't the bad boys - neither are the companies. Such rules are there to keep it fair, e.g. not just granting anyone whatever they wish, just because something went wrong. It's always the old "if you do it for one guy, you have to do it for everyone".
If you're requesting technical support (e.g. the game crashes), but the GM/CSR isn't able to help you or just answers using generic suggestions like "defragment your hard drive" I wouldn't blame the support guy either. It's most likely one of the lists mentioned above again. Also keep in mind that such issues can be very, very widespread with sometimes really bizarre reasons or sources. The probably most perfect people for such positions would be software engineers knowing the whole game and it's code etc. but to be honest, you won't get one of these people to work in such a job - different wages, working conditions and other skills required (e.g. proper language skills, etc.).
